How to select a location when starting a business: Does location really matter?

I know this may not be a major concern for many businesses but there some few business that security is necessary i.e school – I don’t want anyone coming to take my kids away. For parents when choosing a school security is a major concern. Also, certain companies may have goods that need to be protected and as such may need to be in areas where security is assured. If they can bear the cost for the necessary security at an insecure location that is also great.
